What is a proposal? 

 

A proposal is a crucial element of the voting system, as it suggests changes that pertain to a specific organization and allows eligible users to cast their vote. Additionally, a specific voting system – such as single choice, weighted, or approval – can be selected individually for each proposal. 

The voting power for each user is determined by the voting strategies chosen in the community settings.

 

Who can submit a proposal?

 

Each community setting has defined specific validation strategies for eligible users. 

In the XPR Network community, for example, to submit a proposal, you will need to pay 100,000 XPR.

Voting strategies

 

The XPR Network Governance Dashboard allows community administrators to upload JavaScript functions as voting strategies that can calculate scores for all participants, return the quorum and account balances. These strategies are then available for use when creating proposals on the platform.

Communities may have several voting strategies defined, but only one can be selected at a time when creating a proposal. The selected strategy will be used to determine the eligibility of users to cast their votes. Strategies are frequently employed to determine the final outcome of a proposal.

For the XPR Network community for example, users who hold both staked and un-staked balances of XPR are eligible to cast their votes. Users without XPR holdings will not be able to vote on proposals.

Voting strategies are unique to each community and are intended to determine eligibility of users to cast their votes.

Voting options

 

Communities are able to choose their own voting options:

Single-choice voting: Allows a user to select only one option with 100% voting power.

Approval voting: Allows a user to select several options, and each option has the same voting power of 100%.

Weighted voting: Allows a user to spread their voting power across any number of choices, from one to all.

Basic voting: Allows a user to select between a yes or no choice.

 

Quorum

 

In each community, the concept of quorum is employed to set a minimum threshold of voters necessary for a proposal to pass. This threshold ensures a sufficient level of community engagement and participation. For example, a 60% quorum may require that 60% of the total voting power must be exercised. If the quorum is reached, the decision with the highest number of votes prevails. Proposals fail if the quorum threshold is not met.

The quorum for the XPR community is set at 25%.

The quorum for the LOAN community is set at 20%.

The quorum for the XMT community is set at 40%.

The quorum for the XPR Network Grants community is set at 15%.

During the beta phase, it is possible that the quorum parameters, which determine the minimum threshold of voters required for a proposal to pass, may be adjusted. The purpose of setting a quorum is to ensure an adequate level of community engagement and participation in each community. By adjusting the quorum parameters, we aim to strike the right balance that encourages meaningful community involvement and decision-making. These adjustments are intended to enhance the effectiveness and representativeness of the decision-making process within the platform.

These proposals encompass a range of topics, including new token listings, emission rate staking rewards, rewards for coin borrowing/lending, interest rate curves, and the management of the Treasury. To be eligible to vote within the LOAN community, users must possess a balance of LOAN tokens and/or staked SLOAN tokens. Each LOAN token and SLOAN token held equates to one vote. The voting strategy is designed to ensure fair and proportional representation for participants. The Loan community follows a quorum voting system, with the specific quorum threshold yet to be determined.
